Each student will prepare a short (five to seven page) report on a specific topic or concept dealing with budgeting or the budgetary process. The paper will use APA style guidelines and be submitted as a word document double-spaced. Examples of topics would include block grants, the role of the Congressional Budget Office or of the Office of Management and Budget, value added taxes, capital gains taxes, tax expenditure analysis, etc.. Grading of this paper will be based on 70% content, 20% research, and 10% style. NOTE: Students should be prepared to select a topic and obtain the instructor’s approval via email for that topic by September 20th. The written paper must be submitted to the instructor no later than October 15^th.
